Legislation and case law lays down specific duties requiring employers, clients or occupiers of premises to control contractors. Where the number of contractors does not exceed five, or where 'construction work' does not apply, then the persons in control do not have to comply with the Construction Design and Management Regulations(CDM).

However, other systems and procedures are legally required and the recent HSE publication Managing Contractors needs to be followed.
